Update assembly Microsoft.Azure.WebJobs.Extensions.DurableTask to v3.0.0 and increase Worker.Extensions.DurableTask to 1.2.0 for release

resolves #issue_for_this_pr

Sorry I realized that my branch based on dev instead of v3.x. To avoid potential issue, let me change branch and reopen another PR. :( Replaced by #2965
